Chinese vice-president Han Zheng has urged an end to threats of force and sanctions against Cuba at the UN, as the US expands its restrictions on the island.

Speaking at the United Nations in New York, Chinese vice-president Han Zheng called for an immediate end to threats of force against Cuba and for the blockade and sanctions to be lifted. Han did not name the United States, but ANP, whose account was published by Nieuws.nl on 26 September, identified Washington as the addressee. [1]
Han framed his appeal around respect for national sovereignty. He said major powers had a particular responsibility for world peace and also called for the sovereignty and security of Middle Eastern countries to be respected. [1]
The US has expanded its Cuba sanctions this year. A January executive order set out a process for imposing additional tariffs on goods from countries that supply oil to Cuba, subject to a presidential decision. A May order broadened sanctions powers, and on 17 September the US Treasury added three people and eight organisations under that programme. [2] [3] [4]
US rules also allow some conditional routes for oil supplies, including applications for licences to resell Venezuelan-origin oil for use in Cuba. [6]
Four days before Han’s remarks, US President Donald Trump told the UN that he expected freedom to come to Cuba. In a separate passage, he said the US could use military force to defend its interests in the Western Hemisphere. CBS News has reported that an Army Reserve message sought information on the possible availability of units for Southern Command. CBS linked the request to Cuba through unnamed US officials; the message itself did not mention Cuba or issue deployment orders. [5] [7]
