The United States and China have agreed recommendations for more favourable tariff treatment covering $30bn of non-sensitive goods in each direction, the White House said on 25 September 2026 during Chinese President Xi Jinping’s state visit. The proposals span agricultural exports and everyday consumer products. [1]
The announcement concerns tariff recommendations: the White House gave no new rates or effective date. The $30bn figures describe the goods covered in each direction, not tariff savings or additional exports. [1]
US exports covered by the recommendations include agricultural goods, fish and seafood, logs and wood products, cosmetics and medical devices. Imports from China include small appliances, toys, holiday decorations and children’s car seats. The White House also announced a working group to address agricultural market-access barriers. [1]
The recommendations were agreed through the US–China Board of Trade. The White House said the leaders had put that body and a separate investment board into operation during the visit, following their creation at the May summit in Beijing. [1]
China’s Commerce Ministry said on 24 September that the eighth round of bilateral economic and trade talks had produced several points of consensus. It listed reciprocal tariff reductions, the trade and investment boards, implementation of earlier understandings and extension of the Kuala Lumpur trade arrangements among the subjects discussed. [2]
US Trade Representative Jamieson Greer told CNBC that the countries had agreed to leave certain goods aside in future trade disputes or tariff measures, Reuters reported. He expected more details about the negotiations to be released on Monday, 28 September. [6]
Separately, Treasury Secretary Scott Bessent said he and Chinese Vice-Premier He Lifeng had agreed to extend the trade-war pause until 10 January, Reuters reported. That extension is distinct from the recommendations for more favourable treatment of selected goods.

The White House said China would import at least 10 million tonnes of US coal in 2027 and at least the same quantity in 2028. [1]
Both governments also described new technology discussions. China’s Commerce Ministry said He and Bessent had held their first artificial-intelligence dialogue under the bilateral economic and trade consultation mechanism. The White House announced a US–China Super Intelligence Dialogue, with another exchange due by November 2026, and an agreement to establish a communication channel for superintelligence incidents. [2] [1]
Greer said the current negotiations did not cover a small quantity of high-quality US-made chips requiring licences, Reuters reported. [6]
Rare earths and other critical minerals remain an outstanding issue. The White House said both countries were continuing work on US concerns about supply shortages, with the aim of returning shipments to appropriate levels. [1]
The White House has published the product lists behind the US-China ‘30-for-30’ trade plan. The framework terms say both sides have approved the lists, while any tariff reductions must be determined and implemented through their domestic legal processes. [8] [11]
The list of Chinese goods for import into the US contains 77 numbered tariff entries, including fireworks, electric blankets and domestic microwave ovens. Some entries cover only part of a tariff category: the toys entry excludes items enabled with radio frequency, Wi-Fi, Ethernet or Bluetooth. [9]
The corresponding list of US goods for import into China includes frozen boneless beef. [10]
