Moscow’s warning about European arms factories follows a conditional Polish offer to host Patriot missile production for Ukraine.

Russian foreign ministry spokeswoman Maria Zakharova said on 30 September 2026 that European factories making weapons for Ukraine were potential Russian military targets. She warned that being outside Ukraine would not necessarily keep them safe. Her remarks came in response to a question about Poland’s offer to host a factory producing Patriot interceptor missiles for Ukraine. [3]
Zakharova also accused European countries of becoming more deeply involved in the war through arms factories and joint ventures. She argued that their support was delaying a peace settlement; ANP/Reuters reported her separate allegation that the EU was trying to prevent or postpone peace through large-scale arms supplies. Polish deputy defence minister Magdalena Sobkowiak-Czarnecka had described the factory proposal as conditional: Poland had offered to host it if such a facility was planned for Ukraine. She said Poland’s separate effort to secure a Patriot servicing centre and, later, production was not part of that proposal. [5] [6]
In a statement issued before Zakharova’s remarks, the EU said its military assistance was part of its support for Ukraine and its effort to bring Russia into meaningful peace negotiations. [7] The International Committee of the Red Cross says supplying weapons alone does not make a state a party to an armed conflict. Calling a factory a potential target does not, by itself, authorise force on another state’s territory. [8] [9]
