Indonesia’s ombudsman has raised questions about a cluster of furnished houses at Cibinong prison after an unannounced inspection.

Inspectors visiting Class IIA Cibinong Prison in West Java on 23 September found more than 10 houses outside the main cell blocks, Indonesia’s ombudsman said. One house they entered had a living room, bedroom, television and fridge. The team also reported fitness facilities and a golf simulator under construction. [1]
The watchdog said a person in one of the houses identified himself as an inmate, but prison staff stopped inspectors from questioning him further. [1]
Prison officials told the ombudsman that the housing was for inmates in an assimilation programme, IDNFinancials reported. Ombudsman member Syafrida questioned that explanation, saying such programmes should take place outside the prison under the correctional centre’s procedures. [2]
The ombudsman also said staff initially refused inspectors access to the cell blocks. Behind the houses, the team found an unlocked exit leading to a bamboo grove and a rubbish-disposal area. [1]
