Aviva chief executive Amanda Blanc says building in flood-prone areas could leave some new homes in England unable to obtain insurance in future.

In an interview reported by the BBC on 28 September 2026, Blanc said England was building homes that might become uninsurable in the future because of flooding. She said that, if current building patterns continue, 115,000 new homes would be built in flood zones over the next decade. [1]
Aviva research found that one in nine homes built between 2022 and 2024 are at medium-to-high flood risk. For homes built in 2024, it projected that nearly a third would face some flood risk by 2050, with one in seven facing medium-to-high risk. The Environment Agency estimates that about 6.3 million homes and businesses in England are at risk of flooding. [1]
Blanc called for a different approach to building near flood zones. She also said changes to individual properties can affect how vulnerable they are to flooding. [1]
