Anglesey has rejected a visitor levy for now, while Gwynedd and Conwy have delayed decisions. A tourism lecturer says Wales should allow more locally tailored charges.

Anglesey has decided against introducing Wales’s visitor levy for now, while Gwynedd and Conwy have postponed their decisions. The three councils have not cancelled the scheme across Wales: each local authority can decide whether to adopt it. [1]
Dr Linda Osti, a senior tourism lecturer at Bangor University, told BBC Wales on 27 September that the rules should be revisited so decisions can be tailored more closely to local areas, potentially below county level. She argued that a county-wide approach may not suit every destination. [1]
From 2027, councils that adopt the levy can charge visitors per person, per night. The rates described for the scheme are 75p plus VAT for hostels, shared rooms and tent pitches, and £1.30 plus VAT for most other accommodation. Under-18s are exempt from the 75p rate. The Welsh government says councils already have a local choice: they decide whether to introduce the charge after consulting their communities, and can use the proceeds for tourism services and facilities. Councils could also raise the fixed rates after consultation and 12 months’ notice. [1]
Anglesey cited concerns about visitor costs and its competitiveness as a holiday destination after receiving more than 2,000 consultation responses. Gwynedd is analysing almost 7,000 responses; it reported greater support among residents than among visitors and businesses. Conwy wants further evidence and practical experience before deciding. [1]
Cardiff looks set to introduce the levy for stays from April 2027. Osti suggested the current approach could work well there, particularly for business visitors she described as less sensitive to price. [1]
