Khaldoon Al Mubarak says Manchester City’s Premier League case is far from over, following reports of an adverse finding on 114 of 115 charges.

Manchester City chairman Khaldoon Al Mubarak has told supporters the club remains determined to prove its innocence in its Premier League financial rules case. In an open letter on the club’s website on Saturday, 26 September, he said the process still had a long way to run. His comments followed reports that an independent commission had found against City on 114 of 115 charges. [1] [2]
Al Mubarak said confidentiality prevented him from explaining why the club was confident. He directed supporters to earlier club statements, including one from February 2023 in which City described the evidence supporting its position as comprehensive and irrefutable. [1]
The New York Times Syndicate reported, in an article republished by Oman Observer, that unnamed people briefed on the matter said City had been found guilty on all but one of the 115 charges. Reuters reported the same figure, attributing it to The Athletic. The Premier League declined to comment, citing the confidentiality of the proceedings. [4] [5]
The league referred City to an independent commission in February 2023. The allegations include inaccurate financial information for the 2009/10 to 2017/18 seasons, incomplete disclosure of payments to players and managers, and failures to cooperate with the investigation. [3] [4]
