Delegates set out human-rights priorities as the General Assembly’s Third Committee began its debate. The EU also announced a change to its resolution plans.

The UN General Assembly’s Third Committee opened its general debate on 1 October with delegates warning about wars, racism and restrictions on civil society. The committee approved its organisation of work, the procedural decision reported from its opening meetings. [1]
Ireland, speaking for a cross-regional group, raised reprisals against people cooperating with the UN. A separate report by the UN Secretary-General, covering May 2025 to April 2026, recorded allegations involving 31 member states and one observer state. It documented transnational repression affecting at least 43 people and four organisations based in third states. The report concerns engagement with UN human-rights mechanisms, rather than civil society as a whole. [1] [4]
The report said surveillance was reported in almost half the states it covered, compared with about a third the previous year. A different measure moved the other way: a survey cited in the report found that fewer women civil-society briefers to the Security Council reported reprisals in 2025, both in number and proportion, than in the preceding four years. [4]
Uruguay, speaking for the Group of 77 and China, highlighted poverty, inequality and access to decent work. It identified four draft resolutions the group traditionally promotes, covering social development, families, ageing and action against racism. [3]
For the EU, deputy head of delegation Hedda Samson warned against weakening the international human-rights system. She said the EU would not present its annual resolution on freedom of religion or belief this year, calling that a procedural decision that did not diminish its commitment. [2]
The United States called for a leaner committee and fewer redundant agenda items, while the EU said reform must protect the UN’s human-rights work. Those were positions put to the debate, not decisions taken by the committee at its opening meetings.
