Israel has announced that it is withdrawing the diplomatic status it granted to Dutch representatives working in Ramallah. Foreign Minister Gideon Saar linked the decision to Dutch restrictions on goods from Israeli settlements in a post on X, the Dutch news agency ANP reported. Israeli outlet Walla said Israel also cited other Dutch measures. [1] [2]
Walla reported that Saar told the Dutch embassy in Israel that the representatives must return Israeli-issued diplomatic documents within seven days. The rights and immunities granted under that arrangement would expire when the period ends. The Israeli foreign ministry said the Netherlands could continue representing its interests with the Palestinians, but from Palestinian Authority territory rather than Israeli territory. [2]
The Dutch trade restrictions took effect on 22 September. They bar covered settlement goods from the Dutch market and prohibit their purchase, sale and related brokerage services. Customs transit to another EU country and storage in a customs warehouse remain possible if the goods do not enter free circulation in the Netherlands. Dutch Customs says the measure does not change trade with Israel within its internationally recognised 1967 borders. [3] [4]
The Dutch government says the restrictions are intended to meet its obligation under international law not to contribute to the situation created by unlawful settlements. [5]
The number and roles of staff affected by this decision have not been specified. An earlier dispute involving two Dutch officials at a Gaza coordination centre was separate; the Dutch side later clarified that they would stop working at the centre but would not have to leave their other diplomatic posts. Berendsen said he deeply regretted Israel’s decision to withdraw Israeli-granted diplomatic status from Dutch representatives in Ramallah, calling it unnecessary. He said consultations were under way and that the diplomats were his immediate priority. [10]
Israeli foreign minister Gideon Saar cited Dutch restrictions on goods from Israeli settlements as the reason for the move, saying Israel would not ignore measures intended to harm it. Berendsen said the temporary Dutch decree was not directed against Israel, but reflected an international-law obligation not to contribute to the unlawful situation created by the settlements. The decree applies to specified settlement goods, not Israeli goods generally. [10] [3]
Israel has given the diplomats seven days to return their Israeli-issued documents; their Israeli-granted privileges and immunities are due to expire after that period. The number affected remains unknown. [11] [12] [10]
Dutch Foreign Minister Tom Berendsen says he is holding consultations after Israel announced it would withdraw the diplomatic status of Dutch representatives in Ramallah. He called the decision unnecessary and said the diplomats affected were his immediate priority. [13] [14]
Berendsen also rejected Israel’s characterisation of the Dutch trade restrictions. He said the temporary measure was not directed against Israel, but stemmed from what he described as an obligation under international law not to contribute to illegal settlements. Israeli Foreign Minister Gideon Saar had cited the restrictions when announcing the diplomatic move. [13]
The restrictions, in force since 22 September, bar the import, purchase and sale of goods from unlawful Israeli settlements. They do not change Dutch trade with Israel within the internationally recognised 1967 boundaries. Settlement goods may pass through the Netherlands or be stored in a customs warehouse, provided they are not released on to the Dutch market. [4]
Dutch Foreign Minister Tom Berendsen said he had summoned Israel’s ambassador after Israel withdrew diplomatic status from Dutch staff at its mission in Ramallah. Speaking at a press conference, he again described the Israeli decision as unnecessary. [15]
ANP reported that Israel acted in response to a Dutch trade embargo on goods from settlements in the West Bank, East Jerusalem and the Golan Heights, which took effect the previous week. [15]
Eight Dutch embassy staff in Ramallah are affected by Israel’s announced withdrawal of diplomatic credentials, Dutch foreign minister Tom Berendsen said on 2 October. [16] Israel said last week that Dutch diplomats there would have seven days to return diplomatic documents issued by Israel, after which their diplomatic privileges and immunities would expire. [11] Berendsen called the measure unnecessary and warned that border crossings could make the staff’s work difficult without diplomatic documents. [16]
Berendsen said talks with Israel were continuing, with the staff’s protection and future taking priority. He said the government was considering its options, but did not say how many Dutch diplomats would remain in the West Bank. [16]
