António Guterres has called for urgent support for UNRWA, citing a $100 million cash shortfall. Services continue, but reported donor pledges do not yet establish that the funding gap has closed.

UN Secretary-General António Guterres urged governments to provide funding and political support for the UN’s Palestinian refugee agency at a ministerial meeting in New York on 24 September 2026, warning that its ability to deliver services was at risk.
In remarks published by UN Press, Guterres said the United Nations Relief and Works Agency, UNRWA, faced a $100 million cash shortfall and that its capacity to act was “seriously imperilled”. He called for resources and operational space, arguing that regional stability was at stake. [1]
The warning concerns the agency’s ability to carry out its work, not an expired mandate. The UN General Assembly extended UNRWA’s mandate until 30 June 2029, although that authorisation does not itself secure funding or access. [3]
Services are continuing. In separate remarks published on 24 September, the World Health Organization’s Director-General said UNRWA remained one of Gaza’s main public health providers, with more than 1,000 staff delivering 10,000 health consultations daily. WHO also warned that restrictions risked further undermining health services and aid delivery. Those figures are an institutional account, not an independent service audit. [5]
The financial pressure predates the latest meeting. An automatic, unofficial UN transcript of a 30 June pledging conference records Guterres reporting a $100 million deficit and a 20% reduction in service delivery earlier in 2026. The June and September figures do not necessarily cover identical accounting periods or components, so the repeated amount does not establish that UNRWA’s cash position was unchanged. [2]
The agency has also faced pressure over its premises. Reuters reported in January that Israeli bulldozers demolished several buildings inside UNRWA’s East Jerusalem compound, which the agency had not used since early 2025. Israel’s foreign ministry said the compound lacked immunity and that its seizure complied with Israeli and international law. UNRWA maintained that it remained UN premises; the report did not resolve that legal dispute. [9]

The timing of the reported pledges, their spending restrictions and their treatment in UNRWA’s cash forecast remain unclear. Without payment records or a comparable financial breakdown, the euro-denominated announcements cannot simply be deducted from the agency’s reported US-dollar shortfall.
