The UN General Assembly has debated Russian and Chinese vetoes that blocked renewal of an Iran sanctions panel, amid a dispute over the sanctions’ legal basis.

At a debate on 1 October under its veto initiative, the General Assembly heard opposing views on the Security Council vote that blocked a one-year extension for the Iran sanctions Panel of Experts. The US proposal received 11 votes in favour on 17 September. Russia and China voted against it and used their vetoes; Somalia and Pakistan abstained. [1] [9] [10]
The panel’s mandate ended on 26 September. Although it had been authorised the previous year, proposed members had not been approved, the Associated Press reported. The veto therefore blocked renewal of the panel’s mandate, rather than disbanding a staffed team. The Council’s sanctions list remained published on 1 October, naming 43 individuals and 78 entities. Delegates also disputed the legal basis for the sanctions. Britain, France and Germany announced in August 2025 that they had invoked the ‘snapback’ procedure, and the Council’s published account records the reapplication of earlier sanctions that September. At the Assembly, the US representative defended that outcome. Russia’s representative said the relevant resolution had expired, China’s called the procedure legally flawed, and Iran’s rejected the legitimacy of the sanctions committee. [1] [5] [8]
The IAEA’s safeguards work is separate from the sanctions panel. In September, the agency said it could not determine the current size, composition or whereabouts of Iran’s enriched-uranium stockpile because it lacked access to four declared enrichment facilities.
