EU countries have agreed terms to unlock €6.6 billion linked to military support for Ukraine. Most would reimburse member states, and legal steps remain before the funds can be released.

EU member states have agreed terms to release €6.6 billion from the European Peace Facility for military support linked to Ukraine, EU foreign policy chief Kaja Kallas announced on 25 September 2026. The agreement would unlock long-stalled funding, largely to reimburse countries for weapons and ammunition donated to Kyiv. [6] [7]
The political agreement was reached at a meeting of the EU’s Political and Security Committee in Brussels, Euronews reported. Several legislative acts still need to be adopted before the money can be released. [7]
The allocation announced by Kallas has three parts:
- €4.7 billion to reimburse member states; - €1 billion for new joint purchases of military equipment; - €900 million for the EU mission training Ukraine’s armed forces. [6] [7]
The largest share would therefore go to EU governments rather than directly to Ukraine’s budget. Kallas said some countries would send their reimbursement shares directly to Ukraine, without naming them. [7]
The training mission, EUMAM Ukraine, carries out its activities on EU territory. The European Peace Facility itself is financed outside the EU budget, with national contributions calculated according to gross national income. [3] [4]
The programme had been stalled since spring 2023 by a Hungarian veto, Euronews reported. ANP reported that Hungary was no longer exercising that veto by June. The division of the funding remained under discussion: on 1 September, Kallas said countries were still debating how much would return to member states and how much would go to Ukraine.
