The Netherlands is developing checks on whether municipal and provincial duties match available resources and capacity, alongside an overview of responsibilities expected by the end of 2026.

The Dutch government announced on 25 September that it is mapping municipal and provincial responsibilities and developing “balance scans” to examine whether authorities have the resources, policy freedom and capacity to carry out their duties. [1]
Interior and Kingdom Relations Minister Pieter Heerma informed the House of Representatives about the work. The overview of responsibilities is expected to be completed by the end of 2026, clarifying both the extent of those duties and which policy choices municipalities and provinces can make themselves. The initiative follows advice from the Council for Public Administration (ROB) to map responsibilities more clearly, the government said. Duties such as youth care and providing school premises were among the examples cited. The aim is to make it easier to discuss mismatches between what authorities must deliver and the resources and capacity available to them. [1]
Exploratory discussions have covered organising elections, school premises and helping people return to work. The government said these discussions highlighted how imbalances can develop when national ambitions expand or public expectations of a service change. [1]
Under the planned approach, central government would discuss suspected imbalances with municipalities or provinces to identify possible solutions and political choices. It will develop the scans further with the Association of Netherlands Municipalities (VNG) and the Association of Provincial Authorities (IPO). [1]
