Five Dutch parties want to tax major shareholders to protect smaller savers, while an opposition party is pressing for a different approach.

Heinen told a parliamentary finance debate that he was willing to consider a different threshold for box 3, the part of the Dutch tax system covering savings and investments. He said he had expected the current threshold to protect small savers, but MPs saw it differently. [1]
The cabinet wants to lower the threshold in 2027 to help pay for changes to wealth taxation. The proposed cut would bring more people with savings or investments into the tax system. Many opposition parties, along with coalition parties VVD and CDA, have objected. [1]
Heinen said he wanted to discuss another threshold with MPs, but warned that working through the options would require considerable calculations. [1]
VVD, CDA, JA21, SGP and ChristenUnie want to raise additional tax from major shareholders so that people with smaller savings pots do not face tax on their savings interest in 2027 and 2028. The five parties have not agreed with other MPs on a replacement for the proposed change to the Netherlands’ box 3 tax rules. [2]
The cabinet has stepped back from its original plan, which would have lowered the savings threshold described in the report from €60,000 to €30,000. Left-wing opposition party PRO wants the additional revenue to come at least from wealthy people and company profits. [2]
The cabinet also plans tax changes for entrepreneurs and major shareholders, from which it expects more revenue. State secretary Eelco Eerenberg welcomed the alternatives put forward by MPs but did not express a preference. [2]
