Syria reports about four million returns since December 2024, but a September UN briefing said nearly 800,000 people were still living in camps.

Addressing the UN General Assembly’s Third Committee on 5 October, Syria’s representative said about four million refugees and people displaced within Syria had returned since December 2024. He highlighted the government’s ‘Syria without Camps’ plan, while stressing that camps could not simply be closed without clearing mines, repairing homes and restoring basic services. [1]
The scale of the reported return is broadly consistent with an earlier UN estimate. In a 17 September briefing, UN humanitarian chief Tom Fletcher said more than two million internally displaced Syrians and 1.8 million refugees had gone home since December 2024. But he also said 5.5 million people inside Syria had yet to go home, including nearly 800,000 still in camps. [2]
A UNHCR report covering the first quarter of 2026 recorded more than one million departures from displacement sites, while more than one million people remained in such sites at the time of reporting. Those sites are not necessarily the same category as the camps in Fletcher’s September briefing. In UNHCR’s interviews, 82% of both refugee and internally displaced returnees said they planned to stay where they were for the following six months. Housing nevertheless remained an unmet need for 48% and 40% of those groups respectively; 5% of interviewed refugee returnees described their return as forced or a deportation.
