The government is offering an extra €2.6 million for work with Rainbow Cities, aiming to improve safety for LGBTI people as it seeks to expand the programme.

The Dutch government is inviting 20 more cities to join its Rainbow Cities programme as part of efforts to improve safety for LGBTI people. State Secretary Judith Tielen, who is responsible for emancipation policy, announced the initiative on 25 September 2026, ANP reported. [1]
The programme currently brings together 56 cities working with the Ministry of Education, Culture and Science to support LGBTI people. The government is making an additional €2.6 million available for this work, and cooperation between the ministry and participating municipalities will continue through 2029. [1]
The cities to be invited have not yet been named. Tielen’s spokesperson said several had already offered to take part; the invitation does not mean that 20 new members have already joined. [1]
The spokesperson said the expansion was prompted in part by research from the Trimbos Institute and Utrecht University indicating that Dutch young people’s attitudes towards homosexuality had become more negative over the preceding four years. [1]
Separately, 10 additional cities are to join the Safe Cities programme, whose activities include making nightlife safer. This is distinct from the planned expansion of Rainbow Cities. [1]
