Europe will move to next-day settlement for securities trades in October 2027. The ECB says the shift will require coordinated preparations and is part of a wider effort to modernise financial infrastructure and develop tokenised finance.

Europe is due to move to next-day settlement for securities trades on 11 October 2027, cutting the time between a trade and the exchange of money and securities from two days to one. The European Central Bank says the change should help modernise markets, but warns that the transition will require substantial coordination and testing.
In a speech in Frankfurt on 29 October, ECB Executive Board member Piero Cipollone said the shorter settlement cycle could reduce market and counterparty risk. He also described it as a spur to standardise and automate processes that may be difficult to sustain under the tighter timetable.
The Eurosystem’s existing TARGET2-Securities platform already settles some transactions on a next-day or same-day basis, Cipollone said. Changes to its night-time settlement process are planned for June 2027, ahead of the market-wide shift that October. The ECB is working with the European Securities and Markets Authority, the European Commission and market participants on preparations.
Cipollone also set out the ECB’s longer-term plans for tokenised finance. The Eurosystem has accepted certain distributed-ledger assets as eligible collateral since 30 March, and its Pontes service has enabled wholesale transactions in tokenised assets to settle in central bank money since 21 September.
Pontes is due to gain longer operating hours by mid-2027, with round-the-clock availability planned for 2028. The ECB also plans to offer immediate settlement finality on its distributed-ledger platform as early as 2027. Separately, its Appia initiative aims to produce a blueprint by 2028 for an integrated European ecosystem for tokenised finance. The ECB said a public consultation published on 28 October found broad market support for that goal and a willingness among respondents to contribute.
The plans do not mean existing infrastructure will be replaced, Cipollone said. TARGET2-Securities is expected to continue serving European securities markets alongside new tokenised platforms. He argued that the challenge is to make the systems work together, rather than creating new digital silos that reproduce the fragmentation the initiatives are intended to address.
