Two men face a terrorism preparation charge over an alleged plot against Manchester’s Jewish community. Police say they see no ongoing threat linked to the case.

Rahman Salehi, of Salford, and Salam Ahmadyan, of Liverpool, were charged on Friday, 2 October 2026, with engaging in conduct in preparation for terrorist acts. Counter Terrorism Policing says both men are Iranian nationals and that its investigation concerned an alleged plot against the Jewish community in the Manchester area. [1] [2]
The charge alleges preparatory conduct on or before 20 September. Police list the use of encrypted apps to seek components for a homemade explosive device, the acquisition of instructional material and equipment, and research and reconnaissance of potential targets. The published particulars do not name an attack site or give a planned attack date. [1]
The men were arrested in Manchester on 20 September, which the Crown Prosecution Service says was the eve of Yom Kippur. Police also allege contact with an overseas third party who may be in Iran, but do not identify that person or allege Iranian state involvement. [1] [2]
