Prime Minister Andy Burnham says Britain should have an “honest discussion” about restoring free movement with the European Union, opening a fresh debate over one of the most contentious consequences of Brexit.
In an interview with the Sunday Times, Burnham said a closer relationship with Brussels could include joining the EU or its single market, which would entail free movement. But he said he could not see himself recommending membership of the euro or Schengen, the passport-free travel area.
Burnham described migration during the UK’s EU membership as different from current patterns, saying people often came to Britain for a few years before returning home. He also acknowledged that free movement had brought “very significant challenges”.
The comments mark a change in emphasis from Burnham’s position during the Makerfield by-election in June. Then, he said he was not proposing that the UK consider rejoining the EU and promised not to re-run Brexit arguments. He has since said major changes would require a mandate at a general election, which is due by 2029.
Burnham is expected to set out options for closer relations at a UK–EU summit in Brussels on 20 November. He previously said rejoining could be among the choices for discussion, but has not committed to pursuing it.
Shadow home secretary Chris Philp said there could be “no return” to free movement, arguing it would mean handing back control of the UK’s borders. Reform UK leader Nigel Farage called Burnham’s remarks a “total betrayal” of Brexit voters and his Makerfield campaign pitch.
Labour’s 2024 election manifesto ruled out a return to free movement, single-market membership or a customs union. Burnham has said fundamental changes would need electoral backing.
