PostNL says the number of international parcels it handled fell by almost 32 per cent last quarter, as stricter European rules for e-commerce shipments from outside the EU took effect on 1 July. The company said Asian online retailers were changing their product offers and delivery arrangements in response.
The new rules mean a €3 import duty applies to parcels bought from outside the EU. A further €2 surcharge is due to be introduced in November, according to ANP.
The decline in international parcels did not reduce PostNL’s overall parcel volume: that rose by just over 2 per cent. The postal company attributed the increase to letterbox parcels, which moved into its parcels division after the postal service switched to standard two-day delivery. Mail volumes fell again during the quarter.
