Dutch government subsidies and loans helped improve more than 850,000 homes from 2021 to 2025, with insulation accounting for most of the subsidies.

More than 850,000 homes in the Netherlands were upgraded using national government subsidies or loans between 2021 and 2025, Statistics Netherlands (CBS) reported on 29 September. More than 91% were owner-occupied homes. The total counts homes improved with this support, not every home upgraded during the five years. [1]
The number of supported homes fell by 12% in 2024 compared with 2023. In 2025, the number of subsidies awarded rose by 22%, and nearly 300,000 homes were upgraded. Those percentages measure different things: homes in 2024 and subsidies in 2025. CBS said façade and cavity-wall insulation work declined in 2024 partly because legal protections for bats led to delays or cancellations. [1]
Almost three-quarters of the subsidies were used for insulation. Glass insulation featured in almost 40% of the homes upgraded with the support. Across the five years, 10.3% of all Dutch homes received at least one of the subsidies examined. The share was 5.5% for homes in owners’ associations, compared with 11.4% for homes outside them. [1]
The share of privately owned homes upgraded with national support varied by municipality: 32.7% in Stadskanaal, 28.2% in Veendam and 28.0% in Pekela, compared with 6.9% in Amsterdam and 9.3% in Rotterdam. [1]
