Speaking at a high-level event in New York on 28 September 2026, Guterres said reparatory justice should involve concrete measures grounded in international human rights law. He linked the call to what he described as the enduring consequences of slavery, colonialism and racial discrimination. [1]
He urged governments to strengthen and enforce equality and anti-discrimination laws, and called on technology companies to identify and address bias in artificial intelligence. He also warned that digital tools can spread hate speech and disinformation. [1]
Guterres also called for the Second International Decade for People of African Descent to bring concrete change, and for universal ratification and full implementation of the International Convention on the Elimination of All Forms of Racial Discrimination. [1]
