UNHCR warns that a funding shortage threatens support for millions of displaced people, with less than a third of its annual funding secured by July.

The UN refugee agency says assistance for 8.3 million refugees and other displaced people is at risk because of a severe funding shortage [1]. By July, UNHCR had received 32% of the $8.5bn it needed for 2026, Nieuws.nl reported [1].
The shortfall follows substantial reductions to the agency’s operations. Nieuws.nl reported that UNHCR cut nearly 5,000 jobs in 2025, closed offices at 140 locations between 2024 and 2025, and ended assistance in 15 countries [1].
UNHCR warns that aid cannot be scaled back indefinitely without support systems collapsing. It says further cuts could have serious consequences for refugees in Sudan, Ethiopia, Chad and Afghanistan [1].
