The UN committee has revised sanctions-list details for three people, including recording two as detained or in custody in France. The changes update identifying information and descriptions; they do not remove the individuals from the list.

The UN Security Council committee overseeing sanctions on Islamic State and al-Qaida has amended records for three people, including two now listed as being in French detention or custody.
The changes, made on 26 October, update details in the committee’s sanctions list for Emilie Edwige Konig, Oumar Diaby and Peter Cherif. The list is subject to an assets freeze, travel ban and arms embargo under a Security Council resolution.
The committee’s entry for Konig now gives her address as France, where it says she is in detention, replacing the previous address in Syria. It also removes a reference to a French arrest warrant issued in 2015 and updates details of her passport and identity documents.
Cherif’s entry now gives his address as France, in custody, instead of Al Mukalla in Yemen. It adds the alias Abou Hamza and records that he was sentenced to life imprisonment by a French court on 3 October 2024 for involvement in a terrorist organisation. The previous entry said he was wanted by French authorities as of 2015.
Diaby’s record changes his alias from “Oumar Omsen” to “Omar Omsen” and revises the description of his role, referring to a network of foreign terrorist fighters travelling to Syria rather than a Syrian foreign terrorist fighter.
The amendments are updates to individual records, not a removal of the three people from the sanctions list. The committee says its list is updated regularly using information from UN member states and international and regional organisations. This follows the committee’s earlier amendments to three other entries.
