A West Midlands Police officer has been dismissed without notice after a misconduct panel found she accessed police records more than 2,000 times over about five years for personal use.
PC Shannon Parsons said she had a policing purpose for the searches, including keeping informed and helping colleagues. But panel chair Debra Tedds concluded they were for Parsons’s personal benefit. The panel found she had committed gross misconduct and barred her from future work in policing. [1]
Many of the records concerned incidents near Parsons’s home. The panel said some contained highly sensitive information about serious crimes. It found no evidence that she had passed any of the information to someone else. [1]
Tedds accepted that Parsons had felt isolated while working part-time, returning from maternity leave and working from home, and acknowledged her difficult personal and medical circumstances. She said Parsons had otherwise served for 13 years without blemish, but showed no insight or remorse about the potential harm caused by the searches. [1]
The panel chair said Parsons had admitted the searches had become a habit between shifts. She found that accessing confidential information without a legitimate policing purpose was an abuse of position and a significant breach of trust. [1]
