A South Korean pledge accounts for $150bn on paper, while the Maryland yard Trump says is under construction still faces approvals.
President Donald Trump marked the US Navy’s birthday on 13 October by honouring its sailors and citing what he called major gains in American shipbuilding. He said his administration had secured more than $150bn in investment and that construction had begun the previous week on a new shipyard. The projects he invoked could expand capacity, but their announcements do not establish that the promised increase has been delivered. [1]
One substantial commitment is identifiable: in November 2025, the US Trade Representative described $150bn for shipbuilding in the United States as a South Korean pledge. South Korea’s trade ministry said in March that the sum formed a separate shipbuilding co-operation package, with final investment decisions to be made project by project. That does not establish how much has been spent or which other investments make up the amount above $150bn cited by Trump. [6] [5]
The new Maryland project, Arsenal-2, is also significant, but it is at an earlier stage than the president’s description suggests. Anduril plans to invest $3.7bn at Sparrows Point to make components and large sections for Virginia-class submarines, which will be assembled elsewhere. Maryland expects the project to create more than 3,100 permanent jobs. The company also has a US Navy contract worth up to $2.9bn, with payments tied to production results; the contract ceiling is not money already spent building the yard. [8] [3] [10]
In a 6 October press release reproduced by Naval News, Anduril said permitting and site preparation would begin immediately, with construction to follow the necessary approvals. At a county council hearing on 13 October, company representative David Frash said it intended to break ground later in the calendar year, according to Baltimore broadcaster WYPR. Preparatory work may have begun, but those statements do not establish that construction of the facility had started the previous week, as Trump said. The council has scheduled a 2 November vote on a proposed local tax break.

Arsenal-2 is not the fifth *public* Navy yard Trump also mentioned. His August memorandum called for a plan within 120 days for a yard focused on repair capacity, including consideration of locations near the US Pacific Fleet. It did not itself establish the yard, and implementation is subject to funding. Arsenal-2 is a separate, privately backed production project in Maryland. [2] [8]
The production gap is real. In April, the Government Accountability Office cited Navy data from June 2025 showing Virginia-class construction running at a pace of about one submarine a year, against a goal of two. The Navy accepted delivery of two in 2025, the watchdog said, but both were more than three years late. Those figures predate Arsenal-2; Anduril expects initial operations there in 2030. [7] [3]
