Northern Ireland has become the first part of the UK to introduce graduated licensing rules for new drivers, in a bid to reduce fatal crashes involving young people. The rules apply to all new drivers but are particularly aimed at those aged 17 to 23. [1]
Learners must gain at least six months of driving experience before taking a practical test. Newly qualified drivers under 24 face restrictions on carrying young passengers at night. The existing 45mph limit for restricted drivers is being removed, while breaches of the new restrictions could bring three penalty points or a fine of up to £1,000. The first practical tests under the new arrangements are scheduled for 1 April 2027. [1]
Official figures cited by the BBC show that drivers aged 17 to 23 were responsible for 24% of collisions in Northern Ireland in 2024, while making up 8% of licence holders. That year, 251 people were killed or seriously injured in collisions involving a young driver; the young driver was deemed at fault in 65% of those cases. [1]
Police Service of Northern Ireland road safety lead Ch Supt Sam Donaldson said he had “no doubt” the changes would save lives. A teenager from rural Omagh told the BBC the rules could be difficult for young people who rely on lifts where public transport is limited, while a learner named Moss welcomed the prospect of more driving experience.
